Member refCnt tells how many times this query entry is being used by other entities, such as a notification. (a eventQuery can be used to create many different notifications.) A eventQuery can only be modified when (refCnt == 0). Once it is referenced, it is read-only.
Member status tells if the query entry is ready to be used by other entities or not. Only those with "ACTIVE" status can be used to create monitors.
